Community Air Protection Program

Beginning Monday, July 13, 2026, the Butte County Air Quality Management District is accepting applications for Community Air Protection (CAP) Support Grants! CAP Support Grants are an opportunity for Butte County organizations, non-profits, businesses, and public agencies to propose an air quality-related project valued up to $10,000 that can benefit the local community.

Projects must meet the goals of AB617’s Community Air Protection Program by achieving one of the following:

-Reduce the emissions of air pollutants (particulate matter, oxides of nitrogen, toxic air contaminants, greenhouse gasses, etc.);

-Reduce exposure to air pollutants – either directly or indirectly through outreach /  monitoring efforts.

A total of $60,000 is available for CAP Support Grants in 2026. Projects that benefit sensitive receptors, disadvantaged communities, or low-income communities will be prioritized. Projects will need approval from the District before any reimbursable work can start. Applications are due by August 14, 2026

What Is The Community Air Protection Program?

Assembly Bill (AB) 617, signed into law in July 2017, directed the California Air Resources Board (CARB), in conjunction with local air districts, to establish the Community Air Protection Program.  AB 617 provides a new community focused action framework to improve air quality and reduce exposure to criteria air pollutants and toxic air contaminants in the communities most impacted by air pollution.

The Community Air Protection Incentives are part of California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work reducing GHG emissions, strengthening the economy, and improving public health and the environment – particularly in disadvantaged communities.

How Can The Community Provide Input?

In addition to the funding opportunity mentioned above, current and future funds may become available for projects that meet the goals of AB 617 including, but not limited to: public outreach, air monitoring, and air quality improvement projects.
