Information and Forms for the 2026-2027 season:

Registration information will be emailed (or mailed upon request) to former participants in the rice straw burn permit registration program in mid-July.  All of the documents are downloadable and linked below, with the exception of rice data sheets, which are farmer-specific (contact us to obtain rice data sheets).  Registration documentation and fees  should be returned prior to harvest so there are no delays in reporting fields as harvested; without a valid rice burn permit, you cannot report your fields for the ready to burn list.  Please mail completed forms to the District or email them to air@bcaqmd.org.  If you prefer to drop off the forms, we have counter hours Tuesday through Friday, 7:30am-noon, or you can drop documents in our mail slot to the right of our front door.  If you need staff to accept forms and process payment outside of counter hours, please call the office at 530-332-9400 and we will be happy to accommodate you.  If you need an appointment to go over your planted rice fields or require additional help, please contact Ursula Parker at extension 104 or Laurie LaGrone at extension 105.

To verify that your registered fields were reported as harvested and/or to check their list position, click here: by list number or by grower (note: links will be added when data is available).  If you have asked to have your fields held temporarily and want to lift the hold or do not see your harvested fields listed for any other reason, please contact the us immediately so we can resolve the issue.

2026 Conditional Rice Straw Burn Permit - must be completed and returned to the District along with the $90 fee and grower-specific "Rice Burn Data Sheets".  Contact us for the data sheets if you haven't received them.  Some farmers also update their burn permit to burn levees, ditchbanks and other agricultural crops other than rice at the same time they renew their rice permit - click here for the agricultural (non-rice) permit application. The application auto-fills the $30 base fee; please check the totals to make sure the amount is correct before submitting payment.  Contact us with any questions: (530) 332-9400.
